New payments in and out of a Base wallet

Lists the payments a Base wallet has sent or received since the last time you asked.
Returns the new payments into and out of any Base (a blockchain network) wallet address since a time cursor you send, so each call gives only what is new. Each payment is labeled with its x402 seller (a pay-per-call web service) when it came from one. The source calls it a trigger for agents: poll it, meaning ask again and again, by passing back the cursor from the last reply.
WHEN TO USE THIS
When: I need to know when a Base wallet receives a new payment
For example: Poll the feed with the last cursor and act on any new incoming payment.
When: I need to see which x402 services a wallet has paid
For example: Read the seller labels on a wallet's payments to see which x402 listings it paid.
When: I need only the payments made since my last check
For example: Send the cursor from the previous reply so the feed returns just the new payments.
