Verify an agent's authority before a deal

Send the agent you are about to transact with and it checks whether that agent holds the authority it claims and whether it has been tampered with. The answer is one of four verdicts, with a verification record the seller signs, and after payment a signed settlement receipt linked to it. It is for an agent or a service that has to be able to prove it checked its counterparty.
WHEN TO USE THIS
When: Another agent is about to transact with you and claims the authority to do it
For example: Check it first and refuse the transaction on anything but a clean verdict.
When: You need a signed record showing that the check actually happened
For example: Keep the signed verification record and the settlement receipt with the transaction.
