Review of an agent manifest

Send an agent's manifest, the file that declares what the agent is and what it may do, and it reviews five things in it: the identity, the version, the capabilities claimed, whether authority is kept properly separated, and the spending ceiling set for the public test network. The answer is built to be read by a machine, and the seller says the review is deterministic, so the same manifest gives the same answer. It does not say what a failing review looks like.
