It resolves a local time to an exact UTC instant, explicitly handling daylight-saving-time ambiguity rather than silently shifting an ambiguous or nonexistent local time. It also does business-day arithmetic, tells you a date's public-holiday status, and checks working-hour overlap across timezones. It declares which IANA timezone database release and per-jurisdiction holiday data it used.
