New liquidity pool watch (partial radar)

Gives you newly created liquidity pools since a given time, from a limited radar.
It watches for new liquidity pools since a time you give it, returning each pool's name, address, token, creation time, price, 24-hour volume and liquidity. It uses an ISO cursor: send back the cursor from the last reply to continue where you left off. Coverage is explicitly partial, drawn from a limited ranked radar listing rather than an exhaustive pool event stream, so it can omit pools.
WHEN TO USE THIS
When: I need to catch newly created liquidity pools as they appear
For example: Pass since as an ISO timestamp and read the pools array back.
When: I need to keep polling for new pools without missing where I left off
For example: Send back the cursor from your last reply as the next since value.
When: I need to know if the pool list I got is complete
For example: Check the partial and coverage fields before treating it as exhaustive.
