Solana non-vote demand tracker

Separates Solana's real transaction demand from consensus overhead.
It splits Solana throughput into vote and non-vote transactions from getRecentPerformanceSamples, treating non-vote TPS as the economic-throughput proxy and raw TPS as not a measure of adoption on its own. It tracks consensus overhead versus user-driven transaction demand over the last hour and how the non-vote share is trending. It works to a 15-minute freshness target and reports missing evidence explicitly instead of inventing it.
WHEN TO USE THIS
When: I need to know how much of Solana's throughput is real user demand
For example: Read the non-vote TPS as the economic-throughput proxy instead of raw TPS.
When: I need to separate consensus overhead from user transactions
For example: Compare vote and non-vote transaction counts from the last hour.
When: I need to see if user-driven demand is trending up or down
For example: Track how the non-vote share is moving over time.
When: I do not want raw TPS mistaken for adoption
For example: Rely on the non-vote framing instead of treating total TPS as demand.
