Base block number and hash

Gives you the current Base block number and hash, good for testing an x402 loop.
It returns the current Base block number and its hash, read at the moment of your call. It takes no parameters and answers inline, with no polling needed. It is meant as the cheapest way to test an x402 payment loop end to end, and the answer stays valid for 60 seconds.
WHEN TO USE THIS
When: I need to test my x402 payment flow end to end as cheaply as possible
For example: Call it and confirm you get back a Base block number and hash.
When: I need the current Base block number without running my own node
For example: Call it and read the block number field.
When: I need to confirm a block hash was read recently, not stale
For example: Check the answer within 60 seconds of receiving it.
