Chain identifier canonicalization

Turns a chain identifier into its canonical form, with known details.
It takes a CAIP-2, CAIP-19, or legacy network string and canonicalizes it, returning the recognized chain, its native currency, the reviewed USDC asset and its decimals, which x402 payment schemes it supports, and whether the chain is merely recognized or fully supported. It also returns the registry version behind the answer.
WHEN TO USE THIS
When: I have a network string and need to know its canonical CAIP form
For example: Send the string and read back the canonicalized identifiers.
When: I need to know if a chain is actually supported for x402, not just recognized
For example: Read the supported-versus-recognized status field.
When: I need the right USDC contract and decimals for a chain
For example: Read the reviewed USDC asset and decimals fields.
