Base block and fee history batch

Gives you the latest Base block plus a bounded fee history in one call.
It reads the latest Base mainnet block and a bounded EIP-1559 fee history in a single batched call. It returns gas utilization and priority-fee percentile samples. You choose how many recent blocks of fee history to include and which percentiles to sample.
WHEN TO USE THIS
When: I need the latest Base block and recent fee trends in one call
For example: Request both together instead of two separate calls.
When: I need to see gas utilization alongside fee data
For example: Read the returned utilization figures.
When: I need specific percentiles of the priority fee, like the median
