Payment authorisation decision

The seller returns a decision on whether a payment should be authorised. That is all its reply says: nothing about what it wants to be shown, what it weighs, or what form the decision takes. So there is little more to go on here than the name itself.
WHEN TO USE THIS
When: You want a second opinion on whether a payment should go through
For example: Send the payment for a decision and hold it when the answer is not an approval.
When: You need the authorisation decided outside your own code
For example: Call it before you settle and record whatever decision comes back.
