At-risk borrower count

Gives you how many DeFi borrowers are currently at risk of liquidation, and their total debt.
It returns a single fact: how many borrowers currently have a health factor below a given maximum and debt above a given minimum. It also returns their total debt in USD.
WHEN TO USE THIS
When: I need to know how many borrowers are close to liquidation right now
For example: Call it and read the count field.
When: I need to know the total debt at risk, not just how many borrowers
For example: Read the total_debt_usd field returned.
