It reports whether a dispute is ready to be brought: which route the seller supports for it, how a panel would be made up, the published filing fee, what consent and evidence are needed, whether the material fits the body of cases it works from, and any warnings about timing. It files nothing and takes no view on who is right. The seller says the report is deterministic, so the same dispute gets the same answer.
