Seals a hash of a dataset, training run, or piece of content with a post-quantum signature (Dilithium-2), plus a self-contained additional signature (ML-DSA-65 / Dilithium-3, under NIST FIPS 204). The seal is timestamped using drand and anchored on-chain. It is built to support EU AI Act Article 10, 50, and 53 provenance requirements for autonomous agents.

When: I need a signature that resists quantum-computer attacks
