Checks a Base address against the OFAC sanctions list before you transact with it.
Give it a Base address and it checks it against the OFAC SDN digital-currency list for a sanctions match, plus a general on-chain profile of the address. It returns an attested result, meant to run before a transaction with that counterparty. The source does not say more about what the on-chain profile contains.

When: I need to check a counterparty address against the OFAC sanctions list before I pay them
For example: Send the Base address to check it for an OFAC SDN digital-currency list match.
When: I need a general on-chain profile of an address, not just a sanctions check
For example: Read the on-chain profile included alongside the sanctions match result.
