Host monitoring history lookup

Gives you a monitoring service's recorded history and verdicts for a host, signed.
Name a host and it returns what this observatory already has on record for it: recorded corpus rounds and verdicts, when it was last actually checked, how much of the time since then is covered, and the gaps with their reasons. It reads only from its existing records, so it does not check the host again, and the answer is signed. It is only as fresh as its last recorded round.
WHEN TO USE THIS
When: I need to know what a monitoring service has already recorded about a host
For example: Name the host to get its recorded corpus rounds and verdicts.
When: I need to know when a host was last actually checked, not just now
For example: Read the last-checked time in the response instead of assuming it is live.
When: I need to know if there are gaps in the monitoring history for a host
For example: Read the coverage and gap fields, which explain any missing periods with reasons.
