Schedules one HTTPS callback to fire after a delay you set.
It schedules a single HTTPS callback to fire after an integer delay of 60 to 86,400 seconds. The delay is anchored to the first durable payment verification time, so retrying the same payment cannot move the scheduled time. One payment buys one at-least-once wake.

When: I need my agent woken up by a callback after a set delay instead of polling
