Base public RPC health map

Tells you which Base public RPCs are serving a stale chain tip.
It checks all major Base public RPCs every 30 seconds by asking each for the latest block number in parallel, recording how many blocks behind the fastest peer each one is, plus its latency and error rate. Since an RPC never reports its own lag, this is the only way to tell if you're reading from a lagging endpoint. Omit rpc for the full map, or set it to one host to check just that one.
WHEN TO USE THIS
When: I need to know if the Base RPC I'm using is behind the chain tip
For example: Set rpc to your host and read how many blocks behind it is.
When: I need to pick the freshest public Base RPC available right now
For example: Call it with no rpc parameter and compare all of them.
When: I need to explain why a balance read looked stale
For example: Check whether the RPC you used was lagging at that time.
