WHEN TO USE THIS
When: I need to know what an amount from one year is worth in another year
For example: Send the amount and the two years and read the adjusted amount back.
When: I need an inflation adjustment for a country other than the US
For example: Send that country along with the amount and years.
When: I need to compare purchasing power across years using CPI
