It creates a tamper-evident audit log record for an AI agent's decision: signed compliance evidence anchored to public consensus, so it can be independently verified. The signature uses the post-quantum ML-DSA-65 algorithm and is anchored to the Hedera mainnet. Verification of the record is free and public, and it is meant for agent action provenance, audit trails, and AI governance evidence.
