Gives you the current Base gas price, in wei and gwei, for transaction planning.
It returns the current Base gas price: the latest-block base fee under EIP-1559, given in both wei and gwei. It reads this from multiple redundant public RPCs and includes block freshness metadata, useful for planning a transaction.

When: I need to know what gas price to set for a Base transaction
For example: Read the current base fee before sending.
