Preflight check for unfamiliar x402 endpoints

This checks an x402 endpoint before you pay it. It tests whether the target is reachable, whether it actually speaks the x402 payment protocol, and how reliable it has been in the past. It returns a receipt with a safe_to_use or flagged verdict, for agents about to spend money on a service they have not used before.
WHEN TO USE THIS
When: An agent is about to pay a new x402 endpoint it has never used
For example: Run the endpoint's URL through this first and only proceed if the verdict is safe_to_use
When: You keep a list of x402 endpoints and want to weed out unreliable ones
For example: Check each one and drop any that come back flagged
