Verifies another agent's identity and scope credential, signed with a post-quantum signature scheme (Dilithium-2, under NIST FIPS 204) built to resist quantum-computer attacks. It also reads that agent's on-chain reputation from the FRC-55 registry. It is built for agents that need to check who they are dealing with before doing business, in line with the ERC-8004 Know Your Agent standard.
