x402 payment round-trip echo check

Echoes back the query parameters you sent, so you can confirm an x402 payment round trip worked.
It is meant for checking that an agent's x402 payment headers and query encoding survive a paid round trip. Send it any query parameters and it echoes them back, along with a server timestamp. This confirms the request reached the server and was decoded correctly.
WHEN TO USE THIS
When: I need to confirm my x402 payment headers actually work before I use them elsewhere
For example: Send a test request and check that the response comes back at all.
When: I need to confirm my query parameters are encoded correctly
For example: Send parameters and compare them with the echoed values in the response.
When: I need a server timestamp to check round-trip timing
For example: Read the timestamp field in the echoed response.
