Tracks Ethereum blob-gas usage and fees where the RPC exposes them.
It reports Ethereum blob-gas usage and blob-fee evidence when the configured execution-layer RPC exposes it, with an explicit unavailable state on providers that predate or do not support blobs. It is for measuring current blob-space demand without hardcoding protocol capacity assumptions that can change across Ethereum upgrades. It works to a 5-minute freshness target and reports missing evidence explicitly instead of inventing it.
