Gives you GBLIN's governance state: the owner, its timelock delay, and any pending change.
It returns the GBLIN protocol's governance state: who the owner is, whether ownership sits behind a timelock, and the minimum delay, in hours, that every owner-only change must pass through. It also reports whether ownership has been renounced and any operation currently pending. Links to verify the contract and timelock on Basescan are included.
