Endpoint preflight check

Checks whether an endpoint is safe to call right now, before you spend money on it.
Runs a bounded live probe on one endpoint: whether it is reachable, its status, its latency, whether it answers an MCP initialize call, and its current price and payee. It joins that live probe to observed history, such as reliability over a stated window, past price or payee changes, and when the endpoint was first seen. It returns ALLOW, WARN, or UNKNOWN, and is never a guarantee; if it has no evidence, it does not charge.
WHEN TO USE THIS
When: I need to check an endpoint is reachable and healthy before a consequential call
For example: Run the preflight to get its status, latency, and an ALLOW, WARN, or UNKNOWN verdict.
When: I want to know if an endpoint's price or payee has changed recently
For example: Check the observed history for past price and payTo changes before trusting it.
When: I need to know how reliable an endpoint has been over time
For example: Check the reliability-over-a-stated-window figure before committing to a call.
