Weather forecast with a will-it-rain answer

It returns the current weather conditions plus a forecast for the next 12 hours, including the probability of rain in that window. It also gives a multi-day forecast and a plain yes-or-no answer to whether it will rain. The source does not say which locations or parameters it accepts.
