Base gas price and block check

Gives you the current Base gas price, latest block number, and an optional transaction cost estimate.
It returns the current Base gas price and the latest block number. If you supply a gas limit, it also returns what a transaction of that size would cost, in both ETH and dollars, along with the ETH-dollar rate it used.
WHEN TO USE THIS
When: I need the current Base gas price
For example: Call it to get back the current price.
When: I need the latest Base block number
For example: Read the returned block number.
When: I need to know what a transaction of a certain size would cost right now
For example: Supply its gas limit to get a cost estimate.
When: I need the ETH-to-dollar rate used in a cost estimate
For example: Read the rate returned alongside the estimate.
