Tells you the best Arbitrum venue to park stablecoin funds, for a given amount and risk level.
It takes an amount and a risk level and returns the best Arbitrum venue to hold USDC in, such as a money-market protocol, along with that venue's yield rate, total value locked, and the kind of venue it is. It can optionally include the deposit call data needed to act on the recommendation directly.
