Trusted UTC timestamp and x402 client test

Gives you a trusted server timestamp, useful as the smallest possible test of your x402 payment client.
It returns the current server time, as an ISO 8601 string and as Unix epoch milliseconds, only after a real payment settles. It is for an agent that needs a timestamp it can trust, or wants the smallest possible end-to-end test that its x402 payment client actually works.
WHEN TO USE THIS
When: I need a trusted UTC timestamp from an independent server
For example: Call it to get back the current time in two formats.
When: I need the smallest possible test that my x402 payment client completes a real payment
For example: Call it and confirm a timestamp only comes back after settlement.
