Signed timestamp for execution-window audit

Gives you a signed, current timestamp you can use as audit evidence.
It returns a signed bearer timestamp meant as temporal evidence, for grounding and auditing an execution window across nodes. The response includes the current UTC time and Unix time in milliseconds, how long the reading stays valid, and a freshness window.
WHEN TO USE THIS
When: I need proof of when an action happened, signed by a third party
For example: Fetch this timestamp and keep it as evidence.
When: I need to check whether an action fell inside a valid execution window
For example: Compare its time against the freshness window and valid-until field.
When: I need to coordinate timing across separate nodes
For example: Use this as a shared, signed time anchor.
