Problocks payment connectivity ping

Confirms a payment on Base settles, and returns a pong with the UTC time.
It verifies payment connectivity with USDC on Base. After settlement, it returns a JSON pong message along with the UTC timestamp it was served at.
WHEN TO USE THIS
When: I need to confirm my payment flow to Problocks works before a real call
For example: Call it and check for the pong message after settlement.
When: I need a server-side UTC timestamp along with payment confirmation
For example: Read the served-at UTC timestamp in the response.
