Sets up a tamper-evident usage ledger workspace and API key.
Provisions a satledger workspace for recording tamper-evident usage and action logs for an AI agent. Every event is ed25519-signed and hash-chained, so a customer can replay an export offline with an open-source verifier without contacting the service. One unit buys one recorded event, and an anchor costs 100 units; exports and reads are free. Returns an API key on payment, shown only once.

When: I need to prove later what my agent consumed or did to someone who doesn't trust me
For example: Record each event as it happens, then hand over the export when asked.
When: I need a customer or auditor to verify my records without contacting me
