Gives deterministic facts about a public GitHub repository, for an agent deciding how to work in one it has never seen. Returns toolchain commands with the manifest each was quoted from, the directory layout, the language split, whether CI and tests are present, a documentation-health score from 0 to 100, and phantom_paths, meaning paths the README mentions that don't actually exist in the git tree. No language model is used, so the same commit always returns the same answer.
