WHEN TO USE THIS
When: I need to convert 100 euros to dollars
For example: POST from EUR, a USD and amount 100.
When: I need the ECB reference rate
For example: Read the rate and date.
When: I need a conversion between two non-euro currencies
For example: Send both codes.
