Base settlement cap reconciliation

Checks whether a Base transaction's transfer stayed within its declared cap.
Name a transaction hash and it returns a signed observation reconciling two numbers for that Base transaction: the amount that actually moved and an attributable fixed authorization value or declared cap. It names where the cap came from and whether it was observed directly or merely declared, and returns a verdict of within cap, over cap, or no discretion. It is for checking a settlement against its own stated ceiling.
WHEN TO USE THIS
When: I need to know if a settled transfer stayed within its authorized cap
For example: Send the transaction hash to get a within_cap, over_cap, or no_discretion verdict.
When: I need to know where a transaction's spending cap actually came from
For example: Read the cap_source and cap_observed fields to see if the ceiling was seen directly or just declared.
When: I need to check an EIP-3009 authorization actually matched the transfer it authorized
For example: Use the no_discretion verdict, which requires the transfer to be paired with its own authorization.
